Amazon account reinstatement records: lessons from more than 300 cases

This article is for sellers who have received a notification from Amazon that their selling account has been suspended or their listings removed, and who aren't sure where to begin. We walk through the whole process while keeping a record of each step: the first things to sort out that apply no matter what the cause, the different types of submissions each cause calls for, how to write an appeal, what to avoid while suspended, and what to check after reinstatement.

The figure of "more than 300 cases in total" in the title is the number of cases we have handled and made public to date. However, the cause of each suspension and the wording of each notification differ from case to case, and this number does not promise any particular outcome. In this article, based on Amazon's official Help pages and agreements, we summarize what to confirm first regardless of the cause, along with the key checkpoints for each cause.

The content is based on Seller Central Help, the Amazon Services Business Solutions Agreement (the "Selling Agreement"), and relevant laws and regulations as we were able to confirm them as of September 2026. Policies, on-screen labels, and button names can change, so please also check your actual screens and the latest Help content.

Where reinstatement starts: three things to sort out first

When you receive a notification, start by sorting out the following three points.

1. The scope of the action: a listing, seller-fulfilled selling, or the entire account

Amazon's Help lists the following actions it may take when metrics or policies are not being met: temporary deactivation of the account, removal of listings, and restriction of seller-fulfilled selling. The procedure you follow depends on which one applies.

  • Removal of listings: Either submit an appeal by following the instructions on the page, or correct the listing so that it complies with the listing policies. In some cases, correcting the listing alone resolves the issue without submitting an appeal.
  • Restriction of seller-fulfilled selling: This action is taken when metrics such as the Order Defect Rate fall outside their targets, and there is a separate procedure for each metric.
  • Suspension of the entire account: Submit an appeal through the prompt at the top of the Account Health page (for example, "Reactivate your selling account" (出品用アカウントの再開)).
  • Notifications stating that the account will not be reinstated: There are examples of notifications stating that the account will not be reinstated because of involvement in deceptive, fraudulent, or similar activity (the format varies by notification). Because these may be handled differently from ordinary suspensions, record the wording of the notification exactly as written in your record sheet, and consider consulting a professional as well.

2. The screens involved: what appears where

The content of a notification is spread across multiple screens, so if you judge the situation from a single screen, you may miss a violation or deadline shown on another one.

Screen to checkWhat it tells you
Performance (パフォーマンス) > Account Health (アカウント健全性)Whether the account is suspended, the Account Health Rating, each metric, and the banners and buttons at the top
"Product Policy Compliance" (商品規約の遵守) > "View all" (すべて表示) on the Account Health pageThe history of removed listings and images, their current status, and guidance in the "Next steps" (次の手順) column
Performance > Performance Notifications (パフォーマンス通知)The full text of each notification, the reason, the information requested, and any stated deadline
Suppressed listings under Manage Inventory (在庫管理)Suppressed listings that do not appear in Product Policy Compliance
Manage Compliance (コンプライアンスの管理)Some violations related to product safety and extended producer responsibility (Amazon explains that these are being integrated into the Account Health page)

3. Whether the notification is genuine, and its deadline: rely on the screen, not the email

You also need to watch out for phishing emails disguised as suspension notices. Amazon's Help advises not to click links in emails and not to provide selling account or bank account information in a reply or on a linked page. When you receive an email, log in to Seller Central directly, for example from a bookmark, confirm that the same information appears on the screen, and then write down the stated deadline. The number of days allowed differs from notification to notification, so go by the notification you actually received.

Some notifications are organized under headings such as why the account was deactivated, how to reactivate it, how to send information, what to do if you believe the account was deactivated in error, and what happens if you do not send information (this is from an example a seller reposted on the Seller Forums; the format varies by notification). Write down the key points under each heading.

The Selling Agreement states that when Amazon suspends or terminates an account, it will notify the seller of the reason and the options for appeal, but there are also exceptions, such as when doing so would hinder the investigation or prevention of fraudulent activity. Even if the reason seems vague, don't jump to conclusions based on guesswork; instead, work out what is being examined from the questions asked and the documents requested.

Create your own "response record sheet"

We publish monthly response records (for example, our response record for August 2026), but just as important for reinstatement is the record that sellers keep for themselves. Violations of the same policy are counted over a 180-day period, and even a violation that was reversed through an appeal may still count toward the repeat-violation limit for 180 days unless it was disputed. Keeping a record that includes violations that have disappeared from the list lets you compare whether the current cause is the same as a past one, and lets you quickly check what you sent and when if you receive a request for more information.

Item to recordTips for recording it
Date the notification was received and its subject lineRecord not only the date the email arrived but also the date shown in Performance Notifications
Scope of the action and where it appearsListing level, seller-fulfilled selling, or the entire account, and which screen it appears on
Affected ASINs and SKUsCopy them from the affected products shown in the notification (for questionnaires, Help directs you to the bottom of the first notification) or in Product Policy Compliance
Policy name and what the "Account Health Rating impact" (アカウント健全性評価への影響度) column showsAlso record whether a repeat-violation label is shown (some Help pages label this column 「アカウント健全性の評価の影響」)
Type of submission and deadlineQuiz, Plan of Action, multiple-choice appeal, or document submission, plus the deadline date
Date sent, content sent, and attachmentsSave a copy of the text and attachments before sending
Date of response, outcome, and additional requestsCheck both the review result email and Performance Notifications
Keeping a suspension's history on one record sheet
Keeping a suspension's history on one record sheet

The key is to record what the notification says (facts) separately from your own assessment of the cause (assumptions). If you write an appeal with the two mixed together, your explanation can easily drift away from what the notification actually says.

The type of submission depends on the cause: an appeal quick-reference table

It's easy to assume that "if you get suspended, you write a long Plan of Action," but the official Help shows that the type of submission required varies widely depending on the cause.

Cause categoryMain type of submissionPoints to keep in mind
Order Defect Rate, cancellation rate, Late Shipment Rate5-question quiz (if shown) / Plan of Action for performanceA quiz may be offered before suspension; according to Help, if you pass it within the deadline (within 72 hours, per the Help pages on Order Defect Rate and cancellation rate), no Plan of Action is needed and your listings will not be deactivated
Critical violations of the Account Health Rating, or reaching the repeat-violation limitFollow the steps in the banner at the top of the pageAccording to Help, there is a 3-day grace period (in some cases the account may be deactivated immediately); after that, the account stays deactivated until you complete an appeal from Product Policy Compliance
Policy violations related to product condition (including product descriptions)An appeal choosing one of two options, plus evidenceA Plan of Action is not accepted
Authenticity (suspected counterfeits) and qualityAnswers to a questionnaire and documents such as invoicesInvoices must meet requirements for time period, quantity, supplier information, and format
Intellectual propertyA reply to the notification, a retraction request to the rights owner, invoices, order numbers, letters of authorization, and so onYour options depend on your listing history and your relationship with the rights owner
Identity verification and Seller Performance reviewSubmitting documents via "Submit new information"There are requirements for clarity, date of issue, and consistency with your registered information

The documents and procedures actually required are determined by the notification you received and the guidance on the screen.

Some appeals do not accept a Plan of Action

For policy violations related to product condition (including product descriptions), choose the option stating that you "understand the policy and recognize the violation" if you have already fixed the issue, or the option stating that you "have evidence or documents confirming compliance" if you believe the notice was sent in error. Help states explicitly that for this appeal, Plans of Action for performance, images of inventory pages or of product detail pages for orders, and bin check (a request to have inventory checked at a fulfillment center) cases whose review has not been completed are not accepted. As evidence of prevention or correction, Help suggests updated training materials, product packaging, images of quality checks, and similar materials.

Inconsistent button names and terminology

Even within Help, the name of the entry point for an appeal differs by situation, including 「出品用アカウントの再開」 (Reactivate your selling account), 「再審議請求を送信」 (Submit a reconsideration request), 「アカウント健全性の申し立てを送信する」 (Submit an Account Health appeal), 「新しい情報を送信」 (Submit new information), and 「申し立てを表示」 (View appeal). If you can't find it, starting from the banner at the top of the Account Health page and the guidance in Performance Notifications makes it easier to find your way.

The terminology is not consistent either. The Help page on the Account Health Rating distinguishes between an "appeal" (申し立て; on some pages, a "reconsideration" (再審議)), in which you acknowledge a violation occurred but ask for it to be reversed because it was unintentional, and a "dispute" (異議申し立て), in which you provide evidence that a violation was detected in error. However, other Help pages sometimes also call the procedure for a notice you believe was sent in error an "appeal."

Checkpoints by cause

For each cause, we lay out the requirements that can be confirmed in the official Help. If multiple causes overlap, check each one.

Suspensions based on the Account Health Rating (AHR)

The Account Health Rating (アカウント健全性の評価, AHR) is a metric that indicates, on a scale of 0 to 1,000, the risk of suspension due to violations of certain selling policies. A score of 200 or higher is green ("Healthy"), 100 to 199 is yellow ("At Risk"), and 99 or lower is red ("Unhealthy"). It is displayed based on your performance over the past 180 days.

  • Critical violations: The score drops to 0 and turns red, and you have a 3-day grace period before deactivation. Amazon explains that if you address the issue within 3 days, the account will not be deactivated. However, the account may also be deactivated immediately, so respond as soon as you receive a notification.
  • Repeat violations: Under rules in effect since July 23, 2025, repeatedly violating the same policy increases the impact of each violation, so your rating drops faster. Amazon explains that if you reach the violation limit within 180 days, it is shown on the Account Health page as a critical violation (a red rating with a score of 0), and the account will be deactivated if you don't respond within 3 days. However, Help also states that the account "may be deactivated immediately," so respond as soon as you receive a notification. For high-severity violations, the limit may be as low as two.
  • Conditions for reinstatement: Amazon explains that the account is reinstated once your score returns to the threshold (100) through addressing violations, appeals, or disputes. If your account was deactivated because of the AHR, violations are not removed from the page even after 180 days have passed.

Also be aware that if fraudulent, deceptive, illegal, or otherwise harmful activity is suspected (including attempts to circumvent Amazon's systems), the account may be deactivated regardless of its score. We cover this in more detail in How to check your Account Health score and set improvement priorities.

Performance metrics for seller-fulfilled orders

For seller-fulfilled orders, Help requires you to maintain the following targets (because Help pages describe the boundaries for the Late Shipment Rate and Valid Tracking Rate differently, we show these as guidelines). If seller-fulfilled selling has been deactivated because your Order Defect Rate, cancellation rate, or Late Shipment Rate fell outside its target, submit a Plan of Action for performance through the guidance on the Account Health page. If your Valid Tracking Rate fell below 95% and your listings in a specific category were deactivated, appeal by clicking "Submit an appeal" (申し立てを送信する) next to that category on the Account Health page.

MetricPeriod coveredTargetExample causes cited in Help and additional notes
Order Defect Rate60 daysUnder 1%Selling parallel imports on the catalog page for the authorized product, setting the wrong condition, not authorizing returns that meet the returns policy
Cancellation rate7 daysUnder 2.5%Stockouts caused by sharing inventory with other sales channels, entering inventory quantities you can't actually secure. Also includes orders that Amazon automatically canceled because no shipment confirmation was sent
Late Shipment Rate10 days or 30 days4% as a guidelineA surge in orders, forgetting to turn on holiday settings, bad weather
Valid Tracking Rate30 days95% as a guidelineSeller-fulfilled selling privileges may be deactivated in categories where the rate falls below 95%. In Japan, this applies to packages with an order value of 1,000 yen or more (excluding tax, including shipping)

In your Plan of Action, identify the orders that hurt your metrics, pinpoint the process step where delays or stockouts occurred, and then describe the procedures you changed.

Authenticity (suspected counterfeits) and quality

Help states that if you sell products that are not authentic, your selling account (and any related accounts) may be suspended or closed, and your inventory may be destroyed at your expense. It also states explicitly that your sales proceeds may be withheld until it can be confirmed that buyers received authentic products.

Main requirements for invoices submitted with an appeal

  • Issued within the 365 days before you received the Performance Notification
  • Quantities that cover the sales volume of the affected ASINs over the past 365 days and the inventory on hand
  • A sales record for each affected ASIN (if multiple products are listed, you can highlight the affected products)
  • Clear product identifiers (product name, model number, and so on) and the supplier's contact information
  • The supplier has a solid web presence that can be verified through government agencies or reliable third-party sources
  • An unaltered original (removing pricing information is allowed), in PDF, JPG, PNG, or GIF format
  • A completed transaction that has already shipped

Quotes, documents issued by the seller themselves, documents where the supplier and buyer appear to be the same entity, and editable formats such as .xlsx are not accepted, and Amazon may contact the supplier to verify the invoice. For how to approach the situation if you don't have an invoice, see How to respond to an authenticity review.

Intellectual property (trademarks, copyrights, patents, and designs)

SituationAction described in Help
You received a warning for a product you have never listedReply to the notification and state that you have never listed it
You have a license or other relationship with the rights owner who filed the complaintAsk the rights owner to retract the complaint, using the contact information in the warning
You believe the listing was removed in error over a trademark or copyrightReply to the notification, explain why, and provide an invoice or order number demonstrating authenticity
You have received multiple warningsDispute them with a list of the affected ASINs and at least one of the following: an invoice, an order number, or a written authorization from the rights owner (forwarded emails are not accepted)
Your account has been deactivatedAppeal from the account dashboard or reply to the deactivation notice

If you present a letter of authorization, check that it includes all five elements: the licensor, the licensee, what is granted, the geographic scope, and the term. Help states that action will be taken even if you were unaware of the infringement. We cover how to approach supporting materials in How to sort out intellectual property warnings.

Restricted products and parallel imports

Help states that if you sell prohibited products, your selling privileges may be removed and your inventory may be destroyed without compensation. The product examples in Help are not exhaustive, and even products listed as permitted must comply with applicable laws and regulations. Parallel imports must be listed on a product detail page separate from the regular product, with "JP Parallel Import" specified as the sales format. Help also warns of cases where selling on the catalog page for the authorized product led buyers to believe the item was counterfeit, resulting in cancellations and warnings.

Product condition and FBA handling

If you believe you received a notification because of a handling error at FBA, you can request a bin check by selecting "My issue is not listed" (私の問題は掲載されていません) on the "Get support" (サポートを受ける) page. Submit the request for the same ASIN and SKU as the product involved in the violation, include the case ID of the completed (resolved) review as evidence in your appeal, and appeal from Product Policy Compliance. Cases whose review has not been completed are not accepted.

Identity verification and Seller Performance review

A "Seller Performance review" (出品者パフォーマンスの審査) may be triggered by events such as changes to your registered address, bank account, or phone number, or by your credit card information becoming invalid (these are examples, not an exhaustive list). Use "Submit new information" (新しい情報を送信) on the Account Health page, check the required documents via the link in the Performance Notification, and submit them.

Points to check in review documents

  • Unexpired, clear, and showing the entire document
  • A scan or photo of the original, not a screenshot (with the exception of some countries)
  • Utility bills issued within the past 90 days
  • No alterations or password protection
  • The name and address on at least one document match your registered information

Help states that reviews take up to 2 business days from receipt. Note that for identity verification during registration in Japan, My Number cards and My Number driver's licenses are not accepted. For reviews after a suspension, follow the instructions in your notification.

Multiple accounts (related accounts)

Unless you have a legitimate business reason and all of your accounts are in good standing, you may maintain only one account per selling region. If there is a problem with any one of them, all of your accounts may be deactivated. The criteria for determining related accounts are not public, so rather than jumping to conclusions based on guesswork, start by organizing the content of the notification and the facts your business can explain. We cover how to organize supporting materials when you are told your accounts are related in How to prepare when you're told your accounts are related.

Common steps for an appeal and how to write it

Although the type of submission varies, the way you prepare has much in common. Here we use the process for a suspension of an entire account as an example, and at the end we provide a sample Plan of Action for seller-fulfilled selling.

STEP 1. Write down the notification and the affected products

The Help page on answering questionnaires explains that the list of products under review appears at the bottom of the first notification. Because the location varies by notification, also check Product Policy Compliance, and write down the affected ASINs and SKUs and the document submission deadline on your record sheet.

STEP 2. Identify the root cause based on facts

The official guidelines ask you to focus on the facts and events that led to the problem, rather than on descriptions of the products or buyers. Dig down to exactly which procedure was missing at which process step, such as unverifiable suppliers or problems with inventory management or quality control.

STEP 3. Show the actions you took, with dates and documents

For every issue, describe the actions you took, with details, the dates they were carried out, and related documents. A Plan of Action is generally organized around three elements: the root cause, the actions taken, and the measures to prevent recurrence. As a rule, it should be written so that the reader can see when, who, and what was changed.

STEP 4. Gather evidence and highlight the key parts

Prepare evidence for every product under review, and point out the important parts of your documents, such as the ASIN, supplier name, and terms of the transaction, by circling them or marking them in a similar way. Do not include information from other cases or emotional language.

STEP 5. Submit, then check for the response and any additional requests

From "Reactivate your selling account" at the top of the Account Health page, follow the on-screen instructions to create and submit your appeal. If you are asked for additional information, submit it via "View request" (要請を見る) on the Account Health page. Help states that it takes up to about 2 days to receive a response (for how to read these time frames, see the table and FAQ below).

Example outline of a Plan of Action

The following sample assumes that seller-fulfilled selling was deactivated because the Late Shipment Rate exceeded its guideline. It is a hypothetical example, not a real case, so replace it with your own facts and dates.

[Root cause] We used the same handling time setting for all products and accepted orders for backordered items with the same handling time, so for orders where stock arrived late, we ended up sending shipment confirmations after the expected ship date had passed.
[Actions taken] On [date], we shipped all unshipped orders and sent shipment confirmations, and on [date], we changed the handling time setting for backordered items to the number of days in which we can actually ship them (we have attached records of the settings screen before and after the change).
[Measures to prevent recurrence] Every day at the cutoff time, the person in charge will check a list of unshipped orders and their expected ship dates and keep a record, and before any extended holiday, two staff members will confirm the holiday settings.

We explain how to put a plan together in How to put together a Plan of Action, and the overall flow from reviewing the notification to submitting an appeal in The full picture, from account suspension to your reinstatement appeal.

Deadlines involved in handling a suspension, and how funds and inventory are handled

Responding to a suspension or warning involves a number of deadlines and periods with different starting points. Some are counted from the notification, some are counted backward from the present (such as the 365 days for invoices and the 180 days for the rating), and some are counted from your last sale date. None of them indicates how long reinstatement will take.

PeriodWhat the period is
3 daysThe grace period between a critical violation or reaching the repeat-violation limit and deactivation (as described in Help; in some cases the account may be deactivated immediately)
72 hoursThe deadline for answering the 5-question quiz (stated in the Help pages on Order Defect Rate and cancellation rate; check what the banner shows) / the deadline for Account Health Assurance participants to make contact
Up to about 2 daysA rough guide to how long it takes to receive a response to an appeal
Up to 2 business daysReview of identity verification documents
30 daysThe period for giving return or disposal instructions for unfulfillable units that you've been notified must be removed due to a suspension or similar reason (FBA)
60 daysThe time from the date funds are withheld until you can file a separate dispute
90 daysThe standard period for withholding sales proceeds (may be extended) / the period to wait after your last sale date before closing your account
180 daysThe period over which the Account Health Rating and repeat violations are counted
365 daysThe period for the issue date of invoices submitted with an appeal, and the period whose sales volume they must cover

Withheld sales proceeds

If Amazon determines there is a risk, sales proceeds are, as a rule, withheld for 90 days, and this may be extended if necessary. If you disagree, you can appeal following the procedure described in the withholding notice or in Seller Central; if the funds are not released, you can also file a separate dispute with the payments contact listed in Help once 60 days have passed since the funds were withheld. We cover how to check this in How to check your sales proceeds after a suspension.

Investigation, return, and disposal of FBA inventory

If FBA inventory is placed on hold on suspicion of being counterfeit or restricted, you may be asked for additional information or documents, and if you don't submit them by the deadline, or if Amazon deems your submission inappropriate (including submitting forged documents), the inventory may be destroyed. In addition, the FBA Service Terms of the Selling Agreement provide that for unfulfillable units (inventory) that you've been notified must be removed because of an account suspension or similar reason, Amazon may dispose of them if you don't give return or disposal instructions within 30 days of the notice (or within the period set by the program policies). Check the instructions in your notification for how specific inventory will be handled, and also record the date of the removal notice on your record sheet.

Closing your account yourself is not a shortcut to reinstatement

An account that the seller has closed cannot be reactivated. The steps to take before closing an account include waiting 90 days from your last sale date (the period for filing Amazon A-to-z Guarantee claims) and confirming in Performance Notifications that all reasons for deactivation have been resolved and that the account has been restored. Closing an account without resolving the suspension and registering a new one is not a way to get reinstated, including in light of the rule that, as a rule, you may have only one account per selling region. Once the account is closed, you will no longer be able to log in or view your order history.

What not to do

The following actions risk making your situation worse.

  • Continuing to sell with a new account: You are allowed only one account per selling region, except where you have a legitimate reason and the accounts are in good standing. Help also states explicitly that if attempts to circumvent Amazon's systems are suspected, the account may be deactivated regardless of its Account Health Rating. Continuing to sell through a different account without resolving the suspension is not allowed under these policies and is not a way to get reinstated. Opening an account in the name of a family member or a different company may also be a problem under the same policies if the purpose is to avoid the suspension.
  • Altering documents or creating them yourself: Invoices must be unaltered originals, and submitting forged documents is explicitly listed as a reason for destroying inventory. If you don't have a document, ask your supplier whether they can resend an already-issued invoice as the original, without changing the actual transaction details (issue date, items, and quantities). Documents issued with dates or quantities that differ from the actual transaction may be judged to be altered or forged. Also, a document with an issue date after you received the notification may not meet the issue-date requirement for invoices.
  • Resubmitting documents repeatedly during the review: Help advises against resubmitting before enough time has passed and against resending inaccurate documents.
  • Taking action through links in emails: Log in to Seller Central directly and check the screens there.
  • Reporting infringement to counter a competitor: If someone with an active selling account files a report as an agent of a brand for the purpose of benefiting their own account, their selling account may be closed.
  • Stopping work on unshipped orders or buyer communication: In some examples, even suspension notices ask sellers to ship all unshipped orders, and the Help page on the Late Shipment Rate also lists shipping all orders already received and sending shipment confirmations as a first step. Keep responding to buyer inquiries as well.
  • Leaving things until the deadline has passed: In some situations, short deadlines such as 3 days or 72 hours apply.

Preventing recurrence after reinstatement, and choosing where to get help

Because repeat violations are counted over a 180-day period, it's a good idea to check more frequently than usual, especially in the six months right after reinstatement.

What to check at least once a week after reinstatement

  • The value and color of your Account Health Rating, and any changes to the list of violations
  • Whether a repeat-violation label has appeared in the "Account Health Rating impact" column on the Product Policy Compliance page
  • How each seller-fulfilled metric is trending
  • New Performance Notifications, and your emergency contact phone number
  • Whether your record sheet shows any events that could lead to the same cause as last time

A defensive goal worth keeping in mind is "Account Health Assurance." It covers Professional sellers who have kept their rating at 250 or higher for at least six months (with no more than 10 days below 250) and who have registered a valid emergency contact phone number; sellers who meet these conditions are enrolled automatically. Once enrolled, if you make contact within 72 hours of receiving a message asking you to resolve an issue, your account will not be deactivated while you work with Amazon to resolve it. You can check your emergency contact phone number under emergency notifications on the Notification Preferences (通知設定) page. However, action will be taken if involvement in fraudulent, deceptive, illegal, or similar activity is found.

Choosing where to get help

Account Health SupportProfessional sellers can use "Contact us" (お問い合わせ) on the Account Health page to get help with avoiding deactivation, sending the information needed for reinstatement, and similar issues. Sellers who are not on a Professional plan are directed to Help, Seller University, and the Seller Forums
Digital Platform Transaction Consultation Desk (for businesses using online malls)A program commissioned by the Ministry of Economy, Trade and Industry that gives free advice to sellers about business issues. It does not mediate or act as an intermediary, and it is not a substitute for an appeal

Amazon.co.jp (provided by Amazon Japan G.K.) has been designated a specified digital platform in the category of general online retail malls under the Act on Improving Transparency and Fairness of Specified Digital Platforms (the Transparency Act). The Act requires, among other things, disclosure of the reasons when a platform refuses to provide its services to a seller, although there are exceptions. How the Act applies to an individual suspension is a legal question, so please consult a lawyer.

Frequently asked questions

Q. How long does it take from submitting an appeal to reinstatement?

A. Amazon has not published an official figure for how long reinstatement takes. "Up to about 2 days" is a rough guide to how long it takes to receive a response, and "up to 2 business days" is a rough guide to how long the review of identity verification documents takes. Additional requests are also possible, so rather than relying on estimates, keep records as you work through the process.

Q. Do I need to write a Plan of Action for every suspension?

A. Not necessarily. For seller-fulfilled metrics, a quiz may be enough in some cases, and Help states explicitly that a Plan of Action is not accepted for appeals of policy violations related to product condition (including product descriptions). For other violations, check what type of submission the notification asks for.

Q. Why was my account deactivated even though my Account Health Rating is green?

A. Not every policy counts toward the rating, and if fraud or similar activity is suspected, the account may be deactivated regardless of the score. There may also be other reasons, such as a Seller Performance review, so check the reason given in Performance Notifications.

Q. If my appeal is denied, can I just resend the same content?

A. Avoid resending it as is. Check the reason for the denial or the additional request in Performance Notifications, fill in the missing information or documents, and then submit again.

Q. I also sell on Amazon in other countries. Is the procedure the same?

A. The on-screen appeal flow is nearly the same in Japan and the US, but the Selling Agreement differs by marketplace. The US version adds "if required by law" to the grounds for suspension and termination, and provides that disputes are, as a rule, resolved through arbitration. Check the agreement and notifications for each country.

Summary

Here's a recap of the key points in this article.

  • First, sort out the scope of the action, the screens involved, and the deadline, and rely on the screens rather than emails
  • The type of submission varies by cause (quiz, Plan of Action, multiple-choice appeal, document submission, and so on), and some appeals do not accept a Plan of Action
  • In your appeal, concisely describe the fact-based root cause, the actions taken (supported by dates and documents), and the measures to prevent recurrence, and don't resubmit documents repeatedly during the review
  • Selling through a new account violates Amazon's policies, and altering documents can also be grounds for destroying inventory. Closing your account and starting over is not a way to get reinstated either
  • Keep a record of notifications, submissions, and responses on your record sheet, and prevent recurrence with the 180-day period in mind

If you're unsure, organize the facts on your record sheet first, and then consider consulting Account Health Support or a professional.
