Amazon Seller Reinstatement Support ("we" below) is not an official Amazon contact channel and has no ownership or partnership relationship with Amazon. This article is for sellers who are stuck because their application for listing approval is not being granted, or because they cannot apply at all.
To give the answer first: when an application is not granted, the first things to check are what appears when you search for the product in "Add a Product" (商品登録), and the status and messages shown on the "Selling Applications" (出品申請) dashboard. Official Help lists regulatory requirements, regional restrictions, temporary restrictions, condition restrictions, and safety issues as reasons why an application may not be accepted. It also states that a product showing "You do not meet the requirements to apply" (申請に必要な要件を満たしていません) cannot be listed, and that you cannot appeal this decision. Whether to grant listing approval is decided by Amazon.
This article is based on Seller Central's official Help, including "Categories and products that require approval" (出品許可が必要なカテゴリーと商品), which we checked on October 18, 2026. Policies and screens can change, so please also check what your screen shows and the latest Help.
Our role is to prepare submission drafts and advise on revisions. You log in to your account and handle applications and submissions to Amazon yourself.
What listing approval is: telling whether you need it from the three statuses in "Add a Product"
Official Help explains that listing approval is required to demonstrate that products sold in Amazon's store are safe, genuine, and compliant with regulations. For a product where you can proceed to an application, the flow is to fill in the application form, upload the required documents, and wait for Amazon's review.
Whether listing approval is required is determined product by product: search for the product in "Add a Product" and look at the status shown.
| What you see | Meaning in Help | What to do next |
|---|---|---|
| "Sell this product" (この商品を出品する) | Listing approval is not required | No application is needed. Proceed with listing |
| "Apply to sell" (出品許可を申請) | Listing approval is required | Check the detailed requirements under "Show limitations" (制限を表示), gather your documents, and then apply |
| "Not available" (非対応) | The product cannot be listed | It cannot be listed as things stand. Reconsider your plans to source or list it |
Some readers may have arrived at this article after seeing a message such as "This product requires listing approval" (この商品には出品許可が必要です). The name of the status given in Help is "Apply to sell," so compare the words on your screen with the table.
The levels at which listing approval is required
Help lists the following five types of listing restrictions. Some products require more than one listing approval.
- Individual ASIN
- Brand
- Brand within a specific category
- Category
- Subcategory
For a new product not yet in Amazon's catalog, Help advises searching for similar products to gauge whether restrictions are likely to apply. The related materials in Help also include guidance on specific products, such as electric mobility (e-mobility) devices and laser pointers. New restrictions may also be added to existing products, so check the status for each product before sourcing it.
How to apply for listing approval, and how long the review takes
What to prepare before applying
Help lists the following four items to prepare before applying.

- Purchase invoices (dated within the past 180 days)
- Clear photos showing every side of the product
- A letter of authorization to sell from the brand (if applicable)
- Safety certificates (if required)
Whether you need a letter of authorization and a safety certificate depends on the product. Check this together with the requirements shown under "Show limitations."
Steps to apply
The application flow described in Help is as follows.
- Go to "Add a Product" and search for the product
- For a product whose status is "Apply to sell," click "Apply to list" (出品を申請) (Help gives the name of the status and the name of the button separately)
- Fill in the application form
- Upload the required documents
- Wait for the review to finish (2–7 business days)
Review times, and managing your applications
Help gives 2–7 business days as a guideline for the review. This is a guideline for how long the review takes, not a promise that approval will be granted or that a result will arrive by then.
After applying, check the progress in "Selling Applications." According to Help, this dashboard lets you check incomplete listing data, check the status, and submit new documents. We explain how to check when an application is still under review after the guideline period has passed in what to check when a review stalls. Help also states that you can ask Seller Assistant (セラーアシスタント) about this topic.
Main reasons listing approval isn't granted or you can't apply
The reasons an application is not granted differ from one application to another. The following table sets out, based on what official Help says, the points to check when an application is not granted or you cannot apply. Use it not to pin down the cause, but to gauge which point your own application is closest to.
| Point to check | What Help says | What to check |
|---|---|---|
| Invoices | Purchase invoices (dated within the past 180 days) | Is it the invoice from when you purchased the goods? Is it dated within the past 180 days? |
| Photos | Clear photos showing every side of the product | Is any side of the product missing from the photos? Are they blurry? |
| Letter of authorization to sell from the brand | Prepare it if applicable | Is one required for that brand's products? |
| Safety certificates | Prepare them if required | Are they required for that product? |
| Multiple listing approvals | Some products require more than one listing approval | Do you have all the approvals required, such as for both the brand and the category? |
| Reasons applications are not accepted | Regulatory requirements, regional restrictions, temporary restrictions, condition restrictions, and safety issues | Does a restriction apply under which applications are not accepted even if your documents are complete? |
When "You do not meet the requirements to apply" is shown
Help states the following three points for when this message is shown.
- The product cannot be listed
- You cannot appeal this decision
- Technical Support cannot provide any further information either
According to Help, if this message appears, you can neither list the product nor appeal. You will need to reconsider how you handle sourcing and inventory.
"Not available" is shown, or you can't find where to apply
There are two cases here: when "Not available" is shown, and when you cannot find the entry point for an application at all. If "Add a Product" shows "Not available," the product cannot be listed. If you cannot proceed with an application, first check which status is shown. Help states that applications to list may not be accepted for reasons such as regulatory requirements or regional restrictions.
The other case, how to handle it when the entry point for an application does not appear, is not covered on this Help page. Note down what "Add a Product" shows, the ASIN, and any message displayed, and then ask Seller Assistant. Help states that in most language settings, you can also contact Technical Support directly from there. For how to check when brand prior approval is involved, see our article on brand information and prior approval.
You are asked for listing approval for a product you could list before
Help states that your permission to list a product may change in cases such as the following.
- New restrictions have been added to an existing product
- Your selling account has received a Performance Notification
- The product's safety or legal compliance requirements have changed
Help asks you to check Performance Notifications and the Account Health page regularly for the latest information. We explain how to tell what is going on when a listing becomes "Inactive" (停止中) in our article on listing suspensions.
A brand name error appears when you create a new ASIN
Separately from listing approval, a brand name error may appear when you create an ASIN. In that case, Help advises checking Amazon's Brand Name Policy and sending information about the brand name, product images showing the brand marking, and inventory details (if applicable). We cover how to decide the brand value and how to tell the errors apart in our article on brand information and prior approval.
The order of checks when an application is not granted
STEP 1. Check the current status and requirements in "Add a Product"
Search for the product and check whether it shows "Sell this product," "Apply to sell," or "Not available." If it shows "Apply to sell," reread the requirements under "Show limitations." The restrictions may have changed since you applied.

STEP 2. Read the status and messages in "Selling Applications"
Copy down the status of each application and any messages shown, without rephrasing them in your own words. If an application is under review, check whether the 2–7 business day guideline has passed.
STEP 3. If it says "You do not meet the requirements to apply," reconsider carrying the product
This is a message under which, according to Help, you can neither list the product nor appeal. Reconsider your inventory of that product and your plans to source it.
STEP 4. Otherwise, compare the documents you submitted with the items Help says to prepare, one by one
Check whether the invoice is from when you purchased the goods, whether it is dated within the past 180 days, whether the photos clearly show every side of the product, and whether a letter of authorization to sell from the brand or a safety certificate was required. For a product that needs more than one approval, also look separately at which approval is missing.
STEP 5. If you can submit new documents, fill in what was missing and submit them
According to Help, you can submit new documents from the "Selling Applications" dashboard. Submitting the same documents again as they are does not fill in what was missing. We also cover how to think about reviewing documents you have already submitted in our article on submitting duplicate documents.
What not to do
- Altering or recreating the date, quantity, or product name on an invoice: The Seller Code of Conduct requires you not to register false information about yourself and not to engage in misleading conduct in your dealings with Amazon. The Help page on the Account Health Rating states that if fraudulent or deceptive activity is suspected, Amazon will suspend the account regardless of the rating score.
- Submitting an invoice someone else gave you or a sample invoice: What Help lists is a purchase invoice. We also touch on how to think about it when a course or similar offers to prepare invoices for you in our article on resale course pitches.
- Trying to list by creating another account: You may have only one Seller Central account per region in which you sell, unless you have a legitimate business reason and all of your accounts are in good standing.
What we can do for listing approval applications
Applying for listing approval is a procedure sellers carry out themselves in Seller Central. We never log in to your account or send an application in your place.
What we help with is reviewing the messages you received, what your screens show, and the documents you provide, and telling you how to check whether your documents match the items Help says to prepare, as well as advising on what to write in the application form and on preparing and revising submission drafts. We do not create or alter documents such as invoices.
Whether to grant approval is decided by Amazon, and we cannot promise that you will obtain listing approval. For cases where we believe obtaining approval will be difficult, we will tell you before you engage us, as far as we know at that point.
Our fees are the same for every engagement: an initial fee of JPY 80,000 plus a success fee of JPY 80,000 (both tax included), payable by bank transfer. The initial fee is payable regardless of the outcome, and for an engagement involving an application for listing approval, the success fee is charged when listing approval is obtained. If it is not obtained, no success fee is charged. Consultations are free, as often as you need.
Frequently asked questions
Q. Why isn't my Amazon listing approval being granted?
A. The cause differs from one application to another. First check the status and messages in "Selling Applications," and compare the documents you submitted with purchase invoices dated within the past 180 days, clear photos showing every side of the product, a letter of authorization to sell from the brand if applicable, and safety certificates if required. In some cases, such as regulatory requirements or temporary restrictions, applications are not accepted even if your documents are complete.
Q. How many days does it take to get a result on a listing approval application?
A. The guideline for the review given in Help is 2–7 business days. This is not a promise of a result or a date. If the application is still under review after that, check the status on the "Selling Applications" dashboard.
Q. How do I find out which products require listing approval?
A. Search for the product in "Add a Product," and if it shows "Apply to sell," listing approval is required. Restrictions apply at the level of an individual ASIN, a brand, a brand within a specific category, a category, or a subcategory, and a single product may require more than one approval. For a product not in the catalog, search for similar products to gauge whether restrictions apply.
Q. It says "You do not meet the requirements to apply." Can I appeal?
A. Help states that when this is shown, you cannot list the product and cannot appeal this decision. It also states that Technical Support cannot provide any further information either.
Q. Can I leave my listing approval application to you?
A. The application is a procedure you carry out yourself, and we do not log in or send it. We help with how to check your documents and advise on what to write in the application and on preparing and revising submission drafts.
